SARATOGA WANTS ALL OF AUGUST New York January 5 Racing Secretary A McL Earlorkcr makes announcement that the Saratoga Association has decided to make application fur racing dates from August 1 to August 31 This decision was reached at a recent meeting of the Iward of directors of the Saratoga Association and it is the intention to press the claims for such recog ¬ nition when the matter of dates is taken up by the stewards of the Jotkey Club It was also decided that there should be racing every day which would mean twentyseven days of sjHirt at the Springs Last year the season was one of twentyfour days Rcciitly serious consideration was given a proposi ¬ tion to cut the meeting to twenty days for 1910 but the prospects for a big season are such that the association came to the later decision to ask for a r time than Saratoga has had for several severalIn In 1905 Avhen racing was in a particularly flourish ¬ ing condition in New York State the Saratoga as ¬ sociation conducted a particularly good meeting of twentytwo days beginning August 5 and closing August J The following year the association suf fcnd by the admission of the Empire City Racing Association into the circuit of Jockey Club tracks As in the former year Saratoga was awarded twen ¬ tytwo days in August but for litteen days of the tmie racing was also conducted at Yonkers YonkersWith With Brighton Beach again in this fied for dates It to arrange a schedule that will of twentyseven days clear of con ¬ flict The action of the Saratoga Association in making known its intention to ask for the entire month of August is one of the best arguments that racing is rapidly returning to its proper place in New York State Tim return of Brighton Beach is another and it is well nigh certain that the Metro ¬ politan Jockey Club and the Queens County Jockey Club will also be in the Held for both spring and fall dates New Official At Sheepshead Bay. NEW OFFICIAL AT SHEEPSHEAD BAY Xew York January 5 E C Smith has been ap pointed racing secretary of the Coney Island Jockey Club to Jill the vacancy caused by the death of Thomas Smith After tin death of Secretary Smith last fall tin duties of racing secretary were carried on by V E Schaumbiirg but his numerous other duties made it impossible for him to till the office permanently With the opening of a new season the racing secretary is a particularly busy official and Mr Smith took his new desk just at the time of the clotting of tin entries for the Suburban Handicap as wll as the various other stakes of the coming spring meeting meetingE E C Smith is a native of Kentucky and his first association with racing was in Chicago where ha was associated with W W Lylcs in the publication if a form book lie came to New York several years go and up to a few seasons back has been con ¬ tinuously a turf writer and editor editorMr Mr Smith abandoned active newspaper work to accept tin racing secretaryship of the Los Angeles Racing Association when Santa Anita Iark opened With the passing of racing in Los Angeles Mr Smith ranie back east and during the past season he has been associated in an official way with several iif the hunt club and amateur race meetings that are conducted under the sanction and jurisdiction of th National Steeplechase and Hunt Association Both as a turf writer and as a racing otlictal Mr Smith made himself jKipuIar and he has shown that lie is particularly well qualified for the duties he has assumed Record Of The Jockeys Of 1909 RECORD OF THE JOCKEYS OF 1909 V Powers by leading the jockeys of the country in respect to number of winning mounts in 1909 as he did in 1908 duplicates the similar achievements of Tommy Burns and Walter Miller in having twice taken life riding honors of the American turf in successive years Powers fell far short of riding as many winners during the second year of his supremacy as he did in the first but it must be taken into considera ¬ tion that he was absent from the saddle during a considerable portion of the year as the outcome of a sus ¬ pension that was lifted only after he had lost much of his opportunity for approaching his record of the preceding year Had he been able to ride continuously during the year his record might have fallen imt iitte below that of 1008 as his percentage for 1909 is 25 as against 20 the previous year Increasing weight the bugaboo of most American riders also operated to curtail Powers opportunities for riding and undoubtedly will further reduce his capacity Archibald a jockey whose riding lias been confined to the Pacific slope and who is considered by many good judges who have had the opportunity of observing his work to be a rider of rare skill and ability His opportunities have been limited and his showing is creillta ble James Butwell who is third achieved prominence for the first time in a riding career extending over many years He undoubtedly is a rider of ability and as first jockey fit the formidable stable that James R Keene will race in 1910 his opportunities for achieving further fame will be increased Eddie increasedEddie Taplin who finished in fourth place was the lightweight find of the year When racing began in California in the fall of 190S Taplin was a novice apprentice but his latent ability was speedily devel ¬ oped by the useful and consistent racers in the stable of his contract employer II G Bedwell Taplin probably would have ended the year in first place instead of fourth but for a disagreement with his em ¬ ployer which kept him out of the saddle during the last month or so of the year When he last rode in November he was at the head of the list and in good riding form and It is likely that liad he continued riding V Powers would have been obliged to content himself with second place C II Shilling who is jusily regarded as one of the foremost of American jockeys was seen in the saddle but little during the year in consequence of differences with his contract employer and although the leader In percentage rode only enough winners to permit of his finishing in thirteenth position M McGee J Reid J Howard E Dugan G Burns Pickens and J Davenport are others who figure prominently in the 1909 list Reid and Davenport are developments of the year while the others are riders of greater experience Of those tuat figured prominently a year ago Joe Nottcr and Walter Miller have joined the ranks of the American riders who are pursuing their vocation in Europe and others that failed to retain their KENTUCKY RACING COMMISSIONS REPORT Frankfort Ky January 5 The second biennial report of the Kentucky State Racing Commission was tiled with the General Assembly yesterday by Secre ¬ tary Arthur B Rouse It Is a handsomely printed volume and contains complete reports of what has been accomplished by the commission during its ex ¬ istence including the opinions of the Court of Ap ¬ peals in which the legislative act creating the com ¬ mission was held valid also record of licenses and rules and regulations adopted by the commission for the control of racing in the state The opinion of the United States Court of Appeals in the case of Douglas Park against the commission In which the commission was sustained under the federal laws is also quoted as well as the work which has been accomplished by the State Breeding Bureau which lias operated under the jurisdiction of the commis ¬ sion for the improvement of the breed of horses in Kentucky KentuckyThe The commission says in its report The commission has been in existence for more than three years and during the major part of that time has been restrained from passing and enforcing such rules and regulations as to them seem beneficial to the thoroughbred horse interests of the state tf injunction cither from the United States Court or by the commonwealthWe courts of this commonwealth We submit however that the steps taken by the commission and the rulings made have been and will bo of great benefit to the horse interests of the state and we apologize for our deeds of omis ¬ sion from the fact of restraining orders which pre ¬ vented tile commission from enforcing such rules as we think will be demonstrated to those who are interested to be the savior of the thoroughbred horso interests and racing in Kentucky and elsewhere iu the United States StatesThe The commission believed at the time of its adoption and is convinced today that the following rule which was adopted on the 7th day of Septem ¬ ber 190S to bo the only fair and equitable mode of betting to be permitted on the tracks licensed by this commission This rule is as follows All racing associations licensed by this commission are hereby instructed to permit only the parimutucl system of betting and the auction pools on their grounds Any violation of this rule will be punished by revocation of their licenses In conclusion the commission says The commission has not been a bunion upon tho state financially nor has its existence cost the state OIK cent the expense of maintaining the commission has been met according to the law creating it by an assessment levied by the commission upon each racing association according to the number of racing days granted and which has been promptly re ¬ sponded associationsThis to by the four associations This commission submits that it has adopted cer ¬ tain rules and regulations and provided safeguards against the occurrence of evils which are generally associated with the turf and has used every effort to purify racing resulting in material benefit to one of the leading interests of our state and placing the sport upon a higher piano than it has ever oc ¬ cupied cupiedJ J V Cliitin CliitinE E P Clay ClayMilton Milton YoungLouis Young Louis CognetsCharles des Cognets Charles F Grainger Nominations For The Brooklyn Handicap.
