The Commission was formed in 1966 by President Lyndon B. Johnson as an advisory group charged with evaluating rural poverty in the United States in order to plan legislative actions to be taken in Johnson's War on Poverty. Chairperson of the Commission was Kentucky governor Edward T. Breathitt; its executive director was C. E. Bishop. Commission staff wrote technical papers and filed special reports containing summaries and recommendations based on public hearings conducted in Tucson, Arizona; Memphis, Tennessee; Washington, D. C.; and Berea, Kentucky. The final report was published as THE PEOPLE LEFT BEHIND (1967). The Commission was abolished in 1969 by President Richard M. Nixon.
These are Commission-related records from the papers of Francis S. Hutchins, former president of Berea College and Commission member.
Materials include Hutchins's Commission notebooks which consist principally of handouts and papers provided members for discussion at meetings. These contain infrequent brief handwritten notes and underlined passages apparently in Hutchins's hand. Notebooks also contain biographical summaries on Commission members and staff. Other materials include correspondence folders of Commission member and University of Kentucky professor of Sociology, Thomas R. Ford and Hutchins. Both contain correspondence with Governor Breathitt, Director Bishop, and others, reflecting their participation in Commission work.
Hutchins's notes on hearings held in Memphis, Tennessee; Berea, Kentucky; Washington, D. C.; and Tucson, Arizona are also present. These are handwritten and are accompanied by miscellaneous schedules, agendas, and printed matter. Printed transcripts of each of these hearings (ca. 8 l.f.); miscellaneous reports and technical papers on patterns of poverty, its causes, and related topics commissioned by NACRP (.5 l.f.); printed chapters of the Commission report, "Poverty in Rural America," and of THE PEOPLE LEFT BEHIND; and miscellaneous printed or published papers on poverty complete documentation.
