Biography/History

Gerta Koperek Bendl was born on July 5, 1931, the youngest of three children of Mary and Paul Koperek, second generation Americans of German and Polish descent. Bendl grew up in New Kensington, Pennsylvania. She attended a catholic girls high school for a year in Coraopolis, Pa. According to a family source, the school was run by very strict nuns who tolerated no-nonsense. Bendl later attended a public high school in New Kensington graduating in 1949.

After high school, Bendl studied music and art at the Pennsylvania College for Women (now known as Chatham). She attended for a short while but did not graduate; family legend blames her distaste for the sciences and some of the other required courses. Bendl studied voice with M. Louise Taylor and Carlos Alexander in Pennsylvania and others in New York. Besides appearing in roles as a Wagnerian soprano, she gave concerts and worked one summer on the Majestic, a privately owned showboat.

Ms. Bendl married Richard Bendl in 1953. Two years later, she gave birth to her first child, Paula. Two sons, Kurt and Eric, soon completed the family. As a young mother, Gerta immersed herself in community activities. She founded New Kensington's Apple Hill Playhouse, which is still in existence today. Then in 1962, the Bendls uprooted to move to Atlanta, where they remained for about five years.

When the Bendls finally settled in Louisville, Kentucky, late in 1967, it did not take long for Gerta to begin making her mark on their new community. In 1969, she led neighboring housewives to organize the Dames of Dundee to secure their children's access to the highly regarded public high school four blocks from her home. Quirky school district boundaries dictated that children from the Dundee area attend a county school a couple of miles distant. The Dames walked the Highlands area to gather hundreds of signatures on petitions to local authorities and soon succeeded in having the boundary lines redrawn.

Buoyed by their success, the activists soon took on another community problem, the frequent flooding of the south fork of Beargrass Creek. Bendl was instrumental in the establishment of the area's Water Management Committee, Inc. in 1970.

In 1972, Bendl enlarged the scope of her activities, leading her energetic band of grassroots followers into partisan politics. In May, she won the Democratic nomination for alderman from Louisville's Third District. That November, she became one of a handful of women ever elected to that body. As an alderman, she continued to work for drainage improvements.

Ms. Bendl soon became a fixture of local public life. She was known as much for the collection of stylish hats which became her trademark as for her outspoken support of humanitarian causes. Her dedicated cadre of volunteers continued to be the backbone of her political organization.

A 1975 Courier Journal article reported that civic leaders saw in Bendl the "ability to organize and move people." Bendl responded that she had a "certain grade of intelligence and... persuasiveness and I'm bullish.... If that's power, that's all I have - the ability to get things done."

Gerta Bendl was elected to represent the 34th District in the Kentucky General Assembly in 1976. In Frankfort, she focused her attention on issues affecting the poor and the elderly. She crusaded for the regulation of nursing homes and fought for legislation to address the problem of spouse abuse. Her election to the chairmanship of the Health and Welfare Committee in 1980 made history. Bendl became the first woman in the Kentucky General Assembly to head a standing committee.

Ms. Bendl's sponsorship of the Nursing Home Reform Bill, House Bill 106, and its passage in 1982 was her most significant contribution to her adopted state. She continued to sponsor and support legislation that would protect the legal rights of nursing home inmates.

Bendl's untimely death of a heart attack came on June 25, 1987, cutting short the promising career of one of Kentucky's most colorful and effective legislators.

Scope and Content

The Gerta Bendl Papers date from 1957-1987, the heaviest concentration surviving from the period 1975 to 1987. The papers fully document Bendl's terms in the Kentucky House of Representatives, while shedding much less light on her youth and her personal life. A scrapbook shows her community involvement in New Kensington, Pennsylvania from 1957-1958. Newspaper clippings and photographs from the late 1960s and early 1970s help document her early neighborhood and political activities in Louisville prior to her election to the Kentucky legislature. The remainder of the collection consists of legislative records--correspondence, House bills and resolutions, legislative drafts, committee information, and reference materials.

The papers appear in four series: Personal, Newspaper Clippings, Legislative Records and Reference Materials. The large legislative series is arranged chronologically by biennial session. Within it, the correspondence, legislation, and briefing books are arranged alphabetically within each subject heading. The committee materials are separated further into correspondence, meetings, reports, reference, and workshops categories.

A modest reference collection accompanies the papers. These are rare or relatively inaccessible reports, articles, and other items culled from a much larger body of material in the original

accession. They provide a useful adjunct to students of Bendl's major legislative concerns, especially nursing home reform, spouse and child abuse, long term health care, mental health and generic drugs.

In processing the Bendl Papers, we retained the folder titles given by Ms. Bendl whenever they accurately described the contents. Loose materials were placed in appropriate existing folders or assigned titles and filed by session.

It should be noted that Bendl's speeches are scattered throughout the collection. Most lacked dates and titles and had originally been filed in the middle of folders on their topic. Three or four speeches that arrived without folders were filed separately. In addition, the Archive Oral History Center includes an oral history interview (no. 274). A summary of this 1976 interview has been placed in the inventory folder.
