" Into deposited au money trom any and all sources for the construction of said construction project, including the proceeds of said interim financing, the proceeds of said Bond Issue, the proceeds of the approved Federal grant and any other available funds. 3. That monthly borrowings are hreby authorized to be made by Mayor Ferdinand Moore, or his successor, on behalf of the City of Whitesburg from said Bank in amounts necessary to meet the payments falling due on said construction project. 4. That said Mayor be, and he is, hereby authorized to execute Notes and other legal documents in such form as may be required by said Bank to evidence said loans, not to exceed the total of $100, 000, at an interest rate not to exceed the rate referred to above, without the necessity of any further ordinances resolutions or oter proceedings of this City Council. 5. That payments from said Construction Account for construction costs in connection with said construction project shall be made only upon vouchers approved by the Engineers having charge of supervising such construction, viz. , Ohio Valley Engineers, Inc. , P.O. Box 1642, Ashland, Kentucky, such vouchers to certify in e that same represents a sum actually earned by and due to the proposed payee therein under a contract with the City for work performed andor materials furnished in connection with said constroction project. 6. That the amount due, owing and unpaid on said interim financing shall be repaid at the time of delivery of the aforesaid Bonds, out of the first proceeds of th sale of said Bonds, simultaneously with the delivery of and pay-- ; ment for said Bonds. 7. That if and to the extent that any of the officers of the officers of the City have heretofore obtained interim financing from said Bank in connection with said Construction Project, such interim financing is hereby authorized, approved, ratified and confirmed, and is hereby declared to be within the amount of interim financing set out and approved in this Ordinance. 8. That all other interim financing ordinances or oiier pro -ceedings in conflict herewith, be and the same are, to the extent of such conflict, hereby superseded and repealed, and this Or dinance shall take effect and ' in force immediately upon itsbe adoption and approval as provided by law. Adopted by the City Council of the City of Whitesburg, Kentucky, and approved by the Mayor of said City, on this 18th day of April, 1967. (Continued on Page 12) CITY OF WHITESBURG ORDINANCE NO. 190 Assessment Ordinance for Taxes Due and Payable for the Year 1967. The City Council of the City of Whitesburg, Kentucky, do ordain as follows: That there be and there is hereby laid and levied for the taxable year of 1967, and which tax is due and payable on or before January 1st, 1968, an Ad Valorem Tax of 24 cents upon each $100. 00 worth of property subject to taxation, either real or personal, and 26 cents upon each $100. 00 worth of property subject to Franchise taxation, within the corporate limits of the City of Whitesburg, Kentucky. Said levy is laid and levied and made and based upon the assessment as made of January 1st, 1967, for the taxes due and payable for the year of 1967. The levy and taxes collected thereform are to be used for purposes of paying salaries of the City employees, current indebtedness incurred by the City of Whitesburg and claims and accounts of whatever nature that are payable from the general fund. Any and all funds that are collected under this levy shall be deposited in the General Expense Fund of the City. There is also laid and levied, and shall be collected for the year 1967, a poll tax of $1.00 upon each male person of legal age who resides in or is a resident of the City of Whitesburg, Kentucky. Be it further ordained that any and all taxes under the above levy shall be due and payable on or before January 1st, 1967. Unless same are paid on or before that date, a penalty of 2 per cent will be added, and a penalty of 6 per cent will be added to all taxes due and payable as of February 1st, 1968, and a 12 per cent penalty will be added, due and payable as of June 1st, 1968, until date of payment. Said Ordinance is passed in complaince with approval of City Tax Assessor who has heretofore appriased property In accordance with appraisals levied on city property, that it may correspond with passed appraisals with city. The County Tax Assessor is hereby hired as City Tax Assessor. This Ordinance shall be in full force and effect from and after its passage and publication as required by law.
