Biography/History

Col. Edmund A. Starling served as colonel in the 35th Regiment of the Kentucky Mounted Infantry. He was headquartered at Hopkinsville in 1864.

Scope and Content

This is a draft of an order written by Colonel Edmund A. Starling to compel enrollments in the militia under the act known as the State Guard Law, and an accompanying letter to Governor Thomas Bramlette.

Starling's order would require all men between the ages of eighteen and forty-five to carry certificates showing that they were enrolled in militia companies. The order stated the present condition of civil war, with roving bands of marauders "infesting" the commonwealth, warranted the action. The order apparently only applied in the area Starling commanded. His letter, dated the same day, January 11, 1864, as the draft, suggested that Governor Bramlette might wish to issue a similar order throughout the state.
